Turkcell Pioneers with Sybase PowerDesigner in the Enterprise Architecture
GSM-based mobile communication started in Turkey with Turkcell's first operation in February 1994. Turkcell signed a 25-year GSM license contract on April 27, 1998 with the Ministry of Transportation of Turkey. Since then, Turkcell has continuously increased the variety of its services based on mobile audio and data communication, its quality levels and as a result, number of subscribers. During this time, Turkcell has made USD $7.4 billion worth of infrastructure investment in Turkey to accommodate its 35 million subscribers, Turkcell is not only the leading operator in Turkey, but also one of the top three GSM operators with one of the biggest three databases in Europe in terms of subscriber base.
Given the investment in infrastructure and exponential subscriber growth, Turkcell's IT group has made steady improvements to its database development operations. The goal of this development is to create complete physical models and composing scripts which will be related to database automatically for complete enterprise modeling. This is now possible with Sybase PowerDesigner.

Turkcell Moves Forward with Sybase PowerDesigner for Enterprise Architecture
At Turkcell, logical models are updated by Sybase PowerDesigner, preserving relationship continuity between physical and logical models. This way, the company is able to develop impact analysis on changes made in any department, and provide information on changes that affect underlying metadata.
The data taken from different sources are converted to a single standard, and with PowerDesigner, the enterprise business intelligence architecture framework gains flexibility and additional functionality. PowerDesigner establishes the relationships to all models for tracing documentation requirements and through the synchronization and compatibility of PowerDesigner with Microsoft® Word, users can access business processes directly.
With the enterprise modeling visibility, and the ability to control change impacts, Turkcell has seen dramatic results from the PowerDesigner implementation. Business process time reductions are 40%, and labor efforts have been reduced by 30%.
Moving forward, Turkcell continues to leverage PowerDesigner's enterprise modeling strength. "In the near future we would like to use it for our operational reporting project. So we will be using Sybase PowerDesigner as very strong tool for taking physical models with reverse engineering in this project – creating physical models in operational data store platform and mapping the requirements to the physical models. During the proof of concept for this project, Sybase PowerDesigner allowed us to quickly reverse-engineer 4,000 objects and complete our analysis of Siebel CRM in only four days. It was an amazing success of Sybase PowerDesigner," concludes Yuksel Guler.
